NATOP concludes 2024 AGM/Conference in Ilorin, as Mustapha emerges new president

National Association of Tour Operators (NATOP) has concluded its 2024 Annual General Meeting (AGM) and Conference in Ilorin, the capital of Kwara State, with the election of Mrs Bolaji Mustapha as its new president, succeeding Mrs Ime Udo, who was previously in the position.

Mrs Udo, who was last year appointed as Special Adviser on Tourism to the Akwa Ibom State Governor, Ene Umo, however, remains as the financial secretary of the umbrella body of industry’s private sector practitioners, the Federation of Tourism Associations of Nigeria (FTAN).

New president, Mrs Mustapha, the CEO of Grand Express Tour (GET) Centre was elected unopposed, moving up from her previous role as Deputy President.

The newly elected executives of NATOP include: Mrs. Geraldine Itoe – Deputy President; Otunba Michael Balogun – General Secretary; Mrs. Joy Alexander-Oziegbe – Deputy General Secretary; Ogugua Anobili – Financial Secretary; Odion Chigbufue – Treasurer; Mr. Onyeka – Public Relations Officer; Anago Osho – Vice President, South West; and Mark Moore – Vice President/Federal Capital Territory (FCT).

The AGM/Conference held from Wednesday, July 17 through to 20 in the Kwara State capital under the theme of; ‘Tourism as Catalyst for Progress, Peace and Partnership.’

In her keynote address at the opening ceremony of the AGM, Thursday, special guest,  the Minister of Tourism, Mrs Lola Ade-John, urged  tourism operators  in the country not to be discouraged in marketing Nigeria as a choice destination for tourists because of its challenge of insecurity.

According to the minister, several countries across the world have their own tales of insecurity, and the problem was not peculiar to Nigeria, noting that Nigerian tour operators ‘are not creating the experiences we should create.’

“This meeting here helps us to express what we have in Nigeria. We are not creating the experiences we should create. Forget the security challenge in Nigeria, every country has security issues.

“Don’t allow the problem of insecurity discourage you from promoting Nigeria.

“And in marketing our dear nation, you should think of promoting experiences. Tourists can come to Nigeria to look at our climate. That is an experience.

“We have beautiful beaches with mangroves. Why are we not selling these things? We should stop complaining about government and create experiences ourselves to attract tourists.

“We have experiences you can package for tourists from the 774 Local Government Areas (LGAs), in which there are communities with stories and traditions to be packaged as tours,” the minister said.

Mrs Ade-John also advised Nigerians to speak positively about the nation and remain proud of same.

“We should not be engaged in de-marketing our country, and we should speak positively about this beautiful country.

Also speaking, Board of Trustees (BOT) Chairman, Mr Onung Nkereuwem, expressed satisfaction over the progress made by operators in promoting and marketing Nigeria as a destination in spite of the harsh economic realities as he assured that his members ‘will continue to work tirelessly to create an enabling environment for our members to thrive.’

Mr Onung, who also doubles as the President of FTAN, however, urged NATOP members to ‘work together to promote sustainable tourism practices, enhance the quality of our services, and showcase the beauty and diversity of our great nation.’

On her part, the outgone president, Mrs Ime Udo, disclosed that NATOP as a driver and stimulator of tourism development was utilising the AGM to identify, explore and promote destinations.

Udo said the platform was also meant to engage policy makers in areas of collaboration, infrastructure development and best practices within the tourism industry.

“While we are grateful for the partnership with the Kwara Government to host our annual conference, we also commend Gov. AbdulRahman AbdulRazaq for his visionary leadership and proactiveness on matters of tourism.

“This is evident in the enormous support we have received towards the planning of the AGM and conference. Our approach has achieved tremendous success, stimulating awareness and growth in the states where we have held our AGM.

“We are excited that it also allows tourism operators gain first-hand experience of these destinations, enabling them to curate tourism packages to these places,” she said.

According to Udo, the tourism remains ‘a significant contributor to economic development, cultural exchange, and international understanding,’ adding that ‘it possesses the potential to unite nations and communities, foster global citizenship, and promote peace and prosperity.’

Other speakers at the AGM/Conference opening included; Mr Bayo Adedeji, the Group Chief Executive Officer of Wakanow, who spoke on the sub-theme; ‘Partnership for Progress: Shaping the Future of Tourism,’ as well as, Dr Kabir Masanawai, the Executive Director, Economic Development and Investment, who spoke on the sub-theme; ‘Peaceful Destinations, Progressing Economies: The Role of Tourism.’

Earlier, Wife of Kwara Governor, Prof. Olufolake Abdulrasaq, in her address, urged local and international tourists to explore the tourism potential in the state.

“Kwara with its vantage in the North-Central region is endowed with immense and captivating tourist destinations, widely referred to as ‘a wonder in the wilderness’.

“The Owu falls is the highest and most spectacular natural waterfall in West Africa.

“Founded in 1945 and widely referenced as the mother of all museums in Nigeria, the Esie Museum is located in Irepodun local government area of Kwara state.

“We have Imole Boja rock shelter, we also have the Sobi hills, the University of Ilorin Zoological Garden, the Dada pottery, the Aso-oke weaving centres among other very interesting sites.

“In celebrating our culture and traditions we equally have the annual Ilorin Durbar, the Gani festival, the Shao mass wedding and the Patigi boat regatta to mention a few,” she said.

Mrs Abdulrazaq, who commended the tour operators for bringing their annual conference to the state, urged them to explore the spots mentioned and further promote the economic potential that abound in the state, as she noted that Kwara’s rich historical background, wonders of nature and exquisite cultural events were sights to behold.

She stated that Gov. Abdulrasaq was leaving no stone unturned to ensure that opportunities in the tourism sector in the state were maximized, which, according to her, is evident in government’s engagements in partnerships, evolving investment friendly policies and putting in place infrastructure to drive all sectors of the state’s economy.

“In complementing this drive of government my office and the Ajike People Support Centre is actively involved in promoting tourism and celebrating the cultural heritage of our people.

“It may interest you to know that during our host of the Commonwealth quiz competition, top functionaries of the British government were conducted round some of these beautiful sites.

“Also, I have sponsored some of our traditional aso-oke weavers to participate in fashion shows of international repute with a view to showcasing Kwara state and enhancing their capacities,” she said.

Meanwhile, in a related development, and on the sidelines of the AGM in Ilorin, NATOP reached an agreement with management of the Kwara State University (KWASU) to improve tourism curriculum in students.

The agreement was reached when members of NATOP visited the Tourism and Hospitality Management Department of the university, on Friday, as part of activities for the association’s AGM and conference in Ilorin.

Alhaja Bolaji Mustapha, National President of NATOP, said the partnership was to enable the association expose the students to the practical aspect of the university’s tourism curriculum.

“We are aware that you take these students through the theoretical aspect of the curriculum, we want to come in, as professionals, to expose the students to the practicals of all they are taught.

“We want the partnership to move the tourism industry forward, exposing them to the practicals will boost their comprehension and at the long run impact our industry positively.

“The partnership has started and we will take it to another level,” she said.

Vice Chancellor of the University, Prof. Shaykh-Luqman Jimoh, appreciated the association for the visit.

Jimoh, who was represented by Prof. Emmanuel Ajani, Director, Academic Planning, described the university as a unique citadel of learning with the best library because of the quality of academic materials there.

“We welcome you to Kwara state and KWASU in specific. As a university, we pride ourselves as having the best library in Africa.

“We have been able to achieve a lot by our own initiative and with the help from Tertiary Education Trust Fund (TETFund).

“We are happy to have you around and we will be glad to work with you,” he said.

As part of the AGM, NATOP members had embarked on a tour of the state capital, including a visit to the institution, as well as, the National Commission for Museums and Monuments (NCMM) all located in Ilorin, last Friday.

ANJET reports NIHOTOUR to Tourism minister, disassociates self from agency’s sham training programme

Umbrella body of private sector tourism media practitioners in the country, the Association of Nigerian Journalists and Writers of Tourism (ANJET) has officially reported the National Institute for Hospitality and Tourism (NIHOTOUR) to the Minister of Tourism, Lola Ade-John over the agency’s conduct of a purported training programme for industry journalists in the country.

This is also as the group disassociated itself from a widely publicized training programme organised by NIHOTOUR for media practitioners in the tourism industry, describing the event as lacking in credibility and integrity.

This is contained in a statement issued and made public by the media practitioners’ association, in Lagos, Wednesday.

The statement confirmed a letter dated June 22, 2024 and signed by the ANJET President, Mr Victor Nze, in which the association berated NIHOTOUR, an agency in the Federal Ministry of Tourism, over its action of replacing credible and verified industry media practitioners in the country with what it described as ‘bloggers and part timers masquerading as journalists,’ while shunning the association’s members.

ANJET in the letter said it was compelled to draw the minister’s attention and clear the air on misrepresentations being circulated in the media over the purported training programme for journalists which had claimed that its members formed part of the participants at the event held in the Shangisha area of Lagos, from June 10 – 14, this year as organised by NIHOTOUR.

“We further categorically state that NIHOTOUR never offered ANJET any official invitation to attend the training, regardless of our position as the mouthpiece of the travel and tourism industry private sector operators in the country,” the association said.

The group noted that while it cannot dictate for NIHOTOUR the company it chooses to keep in driving and achieving its statutory mandate guiding its establishment in 1987, ‘we take exception to being lumped together with faceless, unverifiable and unidentified tourism journalists as beneficiaries of a questionable training programme organized by the agency.’

ANJET, therefore, drew the minister’s attention to the origin of the training programme which it maintains was initiated by its members and embraced by NIHOTOUR’s pioneer Director General, M.K Bashir in the 1980s as a way to boost capacity of the industry’s journalists, even as it berated the decision by the present NIHOTOUR management to debase and demean the programme’s credibility through questionable actions like what played out at the recently-concluded event.

“Over the years, successive DGs have maintained that tradition though expanding its scope of participants to even embrace media officers of some para-military organisations like the Nigeria Police Force, Nigerian Immigration Service and the Nigeria Customs Service, and recently the media departments of all agencies in the old Federal Ministry of Information, Culture and National Orientation.

“However, never in the history of the training programme has it been demeaned to the level of gathering impersonators and parading them as travel and tourism journalists as it happened during the last NIHOTOUR training programme in Lagos.

“Incidentally, even last year’s edition of the same programme organized by NIHOTOUR in Abuja was not without controversies. The management of the agency has continued to deal directly with third party interests, rather than relate with the ANJET leadership in all its engagement,” the group said.

According to ANJET,  there is now palpable worry that ‘this trend embraced by NIHOTOUR of assembling persons without credibility and reputation to create the impression of training industry journalists, may be a conduit pipe for retiring already budgeted government funds.

’Continuing, the association said it stands to be ‘corrected that the questionable persons who were paraded and presented with certificates at the training by NIHOTOUR are not credible industry journalists, but bloggers and part timers. And we refuse to be associated with this sham of an event.

’The statement informed the minister that ANJET remains the only media practitioners body recognised and affiliated to the Federation of Tourism Associations of Nigeria (FTAN), the biggest private sector operators forum in the country, as it further asserted that ‘Any gathering purporting to be for industry journalists but excludes our members has to be interrogated for authenticity.

“To buttress our position, the Honorable Minister after holding an interactive meeting with our association at the Radio House in Ikoyi, Lagos, last April, moved to enlist the agreements reached with the journalists as a major achievement recorded in your first year in office.

“Furthermore, ANJET was also recognised with a nomination to serve in the Marketing & Communications Sub Committee for the National Tourism Policy Review, in April, last year,” it stated in the letter.

The group, therefore, called on the minister to ‘call the Director General of NIHOTOUR, Nura Sani Kangiwa to order over his unbecoming action of continuously embarrassing ANJET and its members with inhuman offers.

“We also request the Honorable Minister to probe circumstances surrounding that training programme for industry journalists organised by NIHOTOUR. While the actual programme of activities was designed as a three-day event with attendees provided for as live-in hotel guests, the reality is that participants reportedly arrived and departed the event’s venue from their homes.

“The decision by NIHOTOUR to persist with ignoring ANJET is a direct affront to the Honorable Minister who has devoted immense time and efforts towards courting the media practitioners’ body since her assumption of office, last year.

“We strongly believe that NIHOTOUR has debased and demeaned its highly regarded certificates with this sham of a programme,” the group wrote.

The protest letter to the minister also berated NIHOTOUR for preferring third party interest parties in official communications between it and the ANJET leadership, which the latter described as ‘unprofessional and capable of fanning distrust and harmony.’

The team of hospitality experts is tasked with setting and maintaining high standards for all tourism-related accommodations in Nigeria, ensuring they meet international benchmarks. Through this initiative, the Ministry aims to elevate the quality of tourism services, making Nigeria a more attractive destination for tourists.

Finally, through the Ministry of Tourism, Nigeria aligns fully with UN Tourism principles, policies, and frameworks for sustainable and responsible tourism practices. The country maintains an active membership in UN Tourism programs focusing on ethics, security, statistics, marketing, and human capital development. Guided by the UN Tourism Global Code of Ethics and Sustainable Development Goals, the Ministry’s policies and initiatives emphasise tourism’s role in socio[1]economic progress. The Ministry is committed to adhering to global standards and leveraging shared knowledge to enhance its tourism competitiveness.

Community-Based Tourism and State Government Engagement

Honourable Minister Lola Ade-John has launched two nationwide community-based initiatives.

The first, the ‘Doctrine According to Tourism,’ is a nationwide campaign that will empower local communities with the knowledge and tools needed to embrace tourism as a catalyst for economic growth and cultural preservation. Through a multi-faceted approach, including workshops, awareness campaigns, and community consultations, the campaign will actively involve local communities, indigenous groups, and marginalised populations. By fostering meaningful engagement and empowerment, it aims to ensure that everyone has a stake in Nigeria’s tourism development.

The second initiative, the ‘EcoGenesis Incubator Series is a Sustainable Tourism Entrepreneurship Programme for Youths in Nigeria that endeavours to catalyse innovation and drive economic empowerment among young individuals across the nation’s six geopolitical zones. This programme has already been launched in several states including Benue, Ekiti, Lagos, and the F.C.T. Through a meticulously designed framework, this program offers a dynamic platform for youth residing in local communities to articulate and refine their tourism product or service concepts within an intensive training bootcamp environment.

Almost 15 state government engagements have commenced in this first year of administration, with the goal of incentivising them to provide bankable tourism sites in their states. The Ministry aims to promote over 300 tourist sites and 30 festivals across 770 local governments in Nigeria.

Festivals such as the Argungu Fishing Festival, Calabar Carnival, and Eyo Festival have become significant economic drivers, attracting tourists and generating revenue for local businesses.

Festival-driven tourism has the potential to increase local business revenues by 30%, which is a key objective for the Ministry of Tourism.

Tours and Evaluation of Tourism Assets

As part of the Ministry’s mission to rejuvenate Nigeria’s tourism sector, Honourable Minister, Lola

Ade-John has embarked on extensive familiarisation tours of key tourism assets across the country, already visiting 10 sites such as Obudu Mountain Resort, King Kosoko Museum, and Ikogosi Warm Springs. These visits serve to assess and promote Nigeria’s diverse tourism sites, ensuring they meet international standards and are properly marketed to attract both domestic and international tourists. For instance, the rejuvenation of Obudu Mountain Resort alone will boost local employment by 15% and increase revenue for nearby businesses by 25%.

Honourable Minister Ade-John’s efforts to reform the economy through tourism has targeted key cultural and natural sites to boost local economies and promote inclusive growth. Furthermore, plans to collate and assess historic sites across the country to position Nigeria as a leading destination of UNESCO heritage sites is a key part of the Honourable Minister’s agenda.

FTAN Lagos shifts ‘Cleaning Apapa’ project kick-off

Federation of Tourism Associations of Nigeria (FTAN) Lagos Chapter has announced a shift in the commencement date for its ‘Clean-up and sanitation campaign of Apapa,’ which was earlier scheduled for Saturday, June 29, 2024.

The initial date, was proposed by the members at the Chapter’s general meeting, held on Thursday, 6th June, 2024 at the Secretariat.

The executive members have assured members of the public amongst others that the new date would be decided upon as soon as some administrative measures are resolved.

This information was issued by the Executive members of FTAN Lagos, which noted in the statement that the announcement promises to resolve any questions regarding whether the campaign would ultimately hold.

According to the Coordinator of FTAN Mr. Tope Fajemirokun, who urged the parties involved to work together in order to realise the goals and objectives of the association, said “As a team, we will move FTAN forward by admitting our mistakes and correcting them.”

Fajemirokun, who also serves as National President of the Nigerian Waterfront Boat Owners and Transporters Association, the initiative would be possible with the help of the indigenous people.

An FTAN member Alhaja Basirat Ogunbanjo who decried the state of Apapa said that the area has provided a means of sustenance for over thirty years, pointing out that “Apapa wasn’t as tough as it was but Apapa is as dirty as anyone can ever think.” This according her was the reason business owners and property owners left the area.

She recommended that everyone involved in the project pitch in to make it successful, and also urged the project planning committee to get moving and contact authorities I’m charging Apapa area.

Chairman of the Institute of Tourism Professionals of Nigeria (IITPN), Dr. Mesewaku Tunde added that the association would use the local government as pivot to the project

Director of Documentations, Babs Ademoye said: “We’ll use the media to promote the project. It is his opinion that Lagos State is creating megacities out of individuals who lack mega minds. It transpires that the megacity they are constructing can only be sustained by those possessing enormous brains.

To guarantee that it becomes their way of life, we must sensitise each committee. Sensitization is essential, and in order to promote a cleaner lifestyle, we must plan and raise awareness’, he said.

Federation of Tourism Association of Nigeria (FTAN), Lagos Chapter converged on the Benin Republic over the weekend, to reunite members, as well as, reawaken exciting  activities of the tourism practitioners’ body.

Organised by Mr. Tope Fajemirokun, FTAN Lagos Coordinator, no fewer than 22 people representing affiliated associations of the main body, attended the Ileya Boat Cruise to Port Novo, Benin Republic. Participants visited several tourist attractions in Port Novo and Cotonou, such as Club des Rois, the Amazons of Benin inscription, and Matyre of January 16, 1977.

Speaking to the journalists, during the gathering, the Fajemirokun said: “We want to get back on track after a period of inactivity, and in order to do so, we need to take the members on a trip and get them all together.

I want people to experience beautiful tourism sites within Port Novo, as it is where I do my business, he declared.

He commended the great turnout and thanked the members for ensuring the day was successful. He claimed that without them, the day would not have been successful.

However, he expressed optimism that the next meeting would be attended by all members without any hitch.”

Mr. Tunde Kolade, South-West Vice President FTAN said: “We came here to have fun, and I’ve seen some really clean places; in contrast to Nigeria. They manage traffic order without the need for traffic supervisors. Cleanliness is essential. “In light of what I’ve witnessed today, I hope that Nigeria can imitate it and use its abundant tourism resources to develop the country.”

Mr. Oluomo Jamiu Talabi, President of the Lagos Hoteliers Association (LHA) said:  “I feel proud of FTAN for this reunion. I  am excited  that I am part of this memorable outing from Lagos-.Nigeria to Port Novo but it’s worth the time and effort spent  as we were able to visit beautiful monuments and a beach decorated with natures.

A member of the association in the person of Pastor Frank Meke said: “I  believe you are witnessing a nation that is ready to conduct business, willing to learn from its mistakes, and correct it. You have also witnessed a nation that was pretending to be in the tourism business. Thus, Nigeria is faking it to be a tourist destination.”

Ms Olusola Oladimeji, Welfare Lagos Hoteliers Association said: “The tour from Lagos to Benin Republic through the coastal lines was a good concept.”

Tour Guides, Mr. James Anago-Osho, “My father used to take my siblings and me to the bar beach when we were little. Honestly, I can say that what I have seen so far has been encouraging. I also appreciate the president of the Benin Republic. However, I have noticed that the people of the Benin Republic are very interested in tourism, and there is a lot of infrastructure development taking place.

“The environment is really well-kept, the infrastructure development is extraordinary, and the Benin Republic is truly utilising the potential of tourism,” according to Anago-Osho.

FTAN Lagos declares ‘Cleaning Apapa’ project

Federation of Tourism Associations of Nigeria (FTAN) Lagos Chapter has disclosed plans to assiduously restore the lost aesthetics of Apapa area of the state.

Speaking during the stakeholders’ meeting held at the association’s secretariat, Apapa, Lagos, Coordinator of FTAN Mr. Tope Fajemirokun said that the “Cleaning Apapa” project has been scheduled for Saturday, June 29, 2024.

He urged the parties involved to work together in order to realise the goals and objectives of the association. “As a team, we will move FTAN forward by admitting our mistakes and correcting them.”

According to Fajemirokun, who also serves as National President of the Nigerian Waterfront Boat Owners and Transporters Association, the initiative would be possible with the help of the indigenous people.

An FTAN member Alhaja Basirat Ogunbanjo who decried the state of Apapa said that the area has provided a means of sustenance for over thirty years, pointing out that “Apapa wasn’t as tough as it was but Apapa is as dirty as anyone can ever think.” This according her was the reason business owners and property owners left the area.

She recommended that everyone involved in the project pitch in to make it successful, and also urged the project planning committee to get moving and contact authorities I’m charging Apapa area.

A representative of the Association of Nigerian Journalists and Writers of Tourism to FTAN, Ebere  Chibuzor suggested that the project should focus on the successful commemoration of World Environment Day on June 5, 2024, with the theme “Land Restoration, Desertification, and Drought Resilience.”

Chairman of the Institute of Tourism Professionals of Nigeria (IITPN), Dr. Mesewaku Tunde added that the association would use the local government as pivot to the project.

The Director of Documentations Babs Ademoye said “We’ll use the media to promote the project.” It is his opinion that Lagos State is creating megacities out of individuals who lack mega minds. It transpires that the megacity they are constructing can only be sustained by those possessing enormous brains.

To guarantee that it becomes their way of life, we must sensitise each committee. Sensitization is essential, and in order to promote a cleaner lifestyle, we must plan and raise awareness’, he said.

Tour operators pick Kwara for 8th AGM, to showcase state to global tourism market

Umbrella body of tour operators in the country, the Nigeria Association of Tour Operators (NATOP) has pledged its commitment to marketing tourism assets in Kwara, as it gears towards its 8th Annual General Meeting (AGM) slated to hold in Ilorin.

National President of NATOP, Mrs Ime Udo, who disclosed this during a virtual media briefing in Lagos on Friday, also added that the 2024 AGM of the body is billed to hold from July 17 to July 20 in Ilorin, Kwara.

Udo who disclosed that the essence of marketing the sites was to attract local and international tourists to the state and most especially, the ancient city of Ilorin, added that NATOP is in partnership with the Kwara Government to host the AGM.

“It has always been our tradition to host our AGM in different states of the federation to deliberately put searchlight on the tourism potential in each state.

“Our 8th AGM would hold from July 17 to July 20 in Ilorin, Kwara state. So, we have planned to market most of the sites in Kwara state as local and global choice destinations.

“We will be visiting Sobi Hills, Owu falls, the University of Ilorin Zoological Garden and iconic places where local fabrics of Aso-oke are made.

“We were in Ekiti last year. We did the same marketing for the state and we are set to do it again in Kwara state this time,” she said.

According to Udo, states have become eager to host NATOP AGM annually,which she said, is a testament to the success of previous AGMs.

Udo revealed the theme for the AGM as “Tourism as Catalyst for Progress, Peace and Partnership”.

She said the theme was carefully coined to address salient issues of insecurity and the need for tourism industry players to improve on collaborations.

Speaking further on the AGM, Mrs Bolaji Mustapha, Deputy President of NATOP, who also doubles as the Chairperson, Planning  Committee for the AGM, said July 18 would feature a conference at the Banquet Hall, GRA, Ilorin.

According to her, this segment of the programme will have a keynote speaker address important issues in the industry, as well as panel sessions.

“July 17 is for arrivals. For 18th, we will hold the conference. On the 19th, we will have the city tour of Ilorin while every delegate returns to their destination on July 20.

“As tour operators, we want to encourage Nigerians to travel within the country. That is the reason we go extra miles to identify hidden tourism sites and promote them.

“During the AGM, we will have a tour of Ilorin. We will have each local government area showcase all their cultural and tourism endowments so that all tour operators present will be better informed on what to market.

“We are set to open Kwara state up for tourism,” she said.

Minister leads Nigeria’s delegation to 121st UN Tourism Executive Council

Nigeria has joined 11 other elected African member countries to participate at the 121st session of the United Nations Tourism Executive Council held in Barcelona, Spain.

According to the Ministry of Tourism statement, the country was represented by the Minister, Lola Ade-John, as the event further ‘reinforces Nigeria’s commitment to advancing global tourism.’

The Council, which meets biannually, serves as the governing body of UN Tourism. In collaboration with the Secretary-General, the Council is responsible for making pivotal decisions on various aspects of the organization and its initiatives, which are subsequently presented to the General Assembly for ratification.

The ministry further disclosed that Nigeria’s presence in the Executive Council ‘highlights the nation’s growing influence and dedication to promoting tourism as a key driver of economic growth, cultural exchange, and sustainable development.’

Remarking, the minister, Lola Ade-John, expressed her gratitude for Nigeria’s role in the Council and reaffirmed Nigeria’s commitment to contributing to the global tourism agenda.

“Our participation in the UN Tourism Executive Council is a testament to Nigeria’s vibrant tourism sector and our dedication to fostering international cooperation in tourism. We look forward to working closely with other member states to promote sustainable tourism practices that benefit all,” she said.

The Nigerian minister further emphasized the country’s ongoing initiatives to enhance its tourism infrastructure, improve visitor experiences, and protect its cultural and natural heritage. Nigeria’s active participation in the UN Tourism Executive Council will further these efforts, providing valuable opportunities for collaboration and knowledge exchange with other leading nations in the tourism sector.

Continuing, the minister stressed that as the country ’embarks on this new chapter within UN Tourism, it remains committed to leveraging its rich cultural heritage, diverse landscapes, and hospitality to attract tourists from around the world, contributing to the global tourism industry’s growth and sustainability.’

Taxes, levies, others top discourse, as Lagos MDAs meet T&H operators

Factors militating against an ideal working environment, relationship and understanding between regulators, policy formulators, on one hand, and practitioners in the Tourism and Hospitality (T&H) industry in Lagos state were laid bare at a one-day stakeholders’ forum convened by the state’s Ministry of Tourism, Arts and Culture, last Thursday.

This is further as burning issues  bordering on perceived multiple taxation, arbitrary levies, non or late communication of laws to operators, operational safety concerns, policy making, and other industry challenges, topped discussions at the highly interactive session which attracted notable T&H industry operators from across the state.

The forum convened by the state’s Commissioner for Tourism, Arts and Culture, Mrs Toke Benson-Awoyinka at the Eko Hotels and Suites, also presented a veritable platform for heads of other ministries, agencies and departments of the Lagos Government to clear perceived misconceptions held by T&H operators against some controversial regulatory policies enforced by the former in the industry.

Tagged; ‘Engagement Session with Tourism Stakeholders in the hospitality sector on current industry challenges, emerging trends, policy frameworks, and collaborative opportunities within the entire hospitality value chain,’ the forum featured panellists comprising industry and related players from the public and private sectors of the state.

While the regulators berated the T&H industry operators for non-compliance with laws and operational guidelines enacted in the state, industry operators blamed the former for acting unilaterally in what they described as the arbitrary formulation and enforcement of laws.

However, according the industry operators, the state government’s agencies continually fail to carry them in the guidelines formulation processes until these ‘anti-industry’ laws are finally enacted.

On their part, the various heads of agencies, who took turns to explain their works and guidelines affecting the T&H industry, accused some industry operators of what they called a case of ‘bigmanism,’ for deliberately refusing to comply with laid down industry best practices already practiced in other climes.

The forum featured two panel sessions, with the first which had as its topic; ‘Enhancing Compliance in the Hospitality Sector,’ featuring heads of MDAs in the Lagos government, including General Manager of the Lagos State Transport Management Authority (LASTMA), Mr Bakare Oki; GM, Lagos State Safety Commission, Mr Lanre Mojola;  Hon Shola Giwa, the Special Adviser to the Governor on Transport; Mr Abdul Ogungbo, the Special Adviser on Tax to the State Governor; GM, Lagos State Environmental Protection Agency, Mr Tunde Ajayi; Chairman, Lagos Inland Revenue Service (LIRS), Mr Ayodele Subair; GM, Lagos State Parking Authority, Mrs Olabisi Adelabu; and moderated by Ms Mojibade Sosanya.

The panelists noted that while collaboration among stakeholders had become imperative for growth and its sustenance in the industry, the problem of what they called ‘bigmanism,’ was a major stumbling block, as according to them, some operators in the industry see themselves as being above the law, and by extension, negating compliance.

According to them, getting operators to comply with regulatory frameworks enacted by the policy makers was key to driving development in the sector.

Mr Ogungbo, the Special Adviser on Tax Matters to state Governor Babajide Sanwo-Olu, explained that claims of multiple taxation by the state agencies on business owners were a misconception, as, according to him, agencies were merely collecting levies aimed at boosting the state’s revenue, which are not part of the statutory taxes.

Also, the GM, Lagos Parking Authority, Mrs Adelabu urged business operators to report to her agency any local government area or council extorting from any parking levy, adding that only her agency was authorised by the law to collect such levies on residents and T&H industry operators.

This is as the LIRS chairman, Mr Subair urged business operators to ensure compliance with the tax laws as regulated in the state.

The second session had as its topic; ‘Public-Private Partnerships: Strengthening Collaborative Efforts,’ and featured a host of top industry operators, including; Chief Samuel Alabi, President of the Hotel Owners and Managers Association, Lagos Chapter and immediate past Chairman, Board of Trustees of the Federation of Tourism Associations of Nigeria (FTAN); Mrs Tannaz Eterbarian, president of the Restaurants, Cafes, Bard and Clubs; Mr Richard Shittu, CEO of Cico Beach, Hotels & Resorts; and a top restaurateur, Mr Mustapha Olasunkanmi, moderated by journalist and radio producer, Mr Frank Meke.

Panellists were all in agreement on claims of multiple and arbitrary taxation and enforcement of controversial laws on operators in the state, just as they frowned at the decision-making processes at the public sector which they noted often excluded them until it got to enforcement stage.

Confronting the LIRS Chairman, Mr Subair on the latter’s claims that the tourism development tax was not strange to the local environment alone, Chief Alabi cautioned the local policy maker to avoid misplacing facts, adding that the said tax was not applied in the same was as obtained in other climes.

According to Alabi, proceeds from the collected tourism tax was channelled to the growth and development of the T&H sector in other parts of the world, except in Nigeria ‘where it is just another form of tax used to boost revenue for the entire economy.’

On PPPs and collaborating with the public sector, Alabi expressed skepticism, citing the numerous ongoing cases at the law courts, including the Supreme and the appeal courts over right of legislation in the T&H industry, as he concluded that ‘as long as government feels it has the sole right to rule over the industry, the problem will linger.’

Summing up the position of the operators, Mr Olasunkanmi provided a list of the ways out of the present situation between regulators and operators in the state.

“We need a regulatory framework in the state to serve as guide for industry operators, a PPP arrangement, perhaps deployment of technology, partnership of both public and private sector people in running the industry, funding windows for prospective investors, dispute resolution mechanism in the state for industry related issues.

Earlier the commissioner, Mrs Benson-Awoyinka described the stakeholders’ forum gathering as ‘long overdue,’ in view of ‘happenings in the hospitality sector, emerging trends and the need for us to always share views on how to improve this sector and continue to operate in line with acceptable best practices.’

“This sector does not only provide employment to thousands but also serves as a gateway for showcasing our rich cultural heritage, vibrant arts scene, and unparalleled hospitality.

“However, we are all not unaware of the significant challenges our industry faces, from the aftermath of the COVID-19 pandemic to evolving customer expectations and increased competition.

“With this gathering, we want to address these challenges head-on. We must adapt to the changing landscape by embracing new technologies and sustainable practices. Emerging trends in this sector such as digital transformation, eco-tourism, and personalized customer experiences are reshaping the way we operate. It is imperative that we stay ahead of these trends to remain competitive and relevant. In Lagos State, we are committed to creating an enabling environment for the hospitality sector to thrive,” the commissioner said.

According to her, in convening the stakeholders’ session, her ministry considers collaboration as ‘key to achieving our objectives.’

“By working together, we can create a seamless and memorable experience for tourists who depend on such data in that critical decision on destination choice.The sanctity and safety of your establishment also comes into focus, drugs, vices and environmental nuisances play a major role and such must be curbed to further make us a destination of choice and enhance Lagos as a LIVE WORK AND PLAY environment.

“We must leverage our collective strengths to build a robust and resilient hospitality sector.

“In the same vein, some of your questions and agitations would be attended to from the government perspective while listening to our first panel made up of head of agencies whose mandates relate to this important sector from safety to environment to parking management and taxation. They would also be sharing their thoughts on how we can all synergize for a better hospitality sector,” she stressed.

Benson-Awoyinka, therefore, urged T&H industry operators in the state to ‘continue to organise ourselves orderly and conduct our businesses in the most professional manner. I encourage you all to engage actively in today’s discussions, share your insights, and explore new partnerships.’

“Your feedback is invaluable in shaping the future of tourism in Lagos State. Together, we can overcome the challenges, harness the opportunities, and set new benchmarks for excellence,” she stated.

The government/industry stakeholders’ parley follows barely four days after the Tourism, Arts and Culture ministry took its turn at the just concluded 2024 Annual Ministerial Press Briefing organized by the Lagos State Government, as part of state Governor Mr. Babajide Sanwo-Olu’s first year of this second tenure in office commemoration.

The commissioner, Benson-Awoyinka at the Bagauda Kaltho  Press Centre, Monday, May 27, reeled out the ministry’s achievements recorded in the last two calendar years, including the recent tripartite MoU signed with the Standards Organisations of Nigeria (SON) and the Federation of Tourism Associations of Nigeria  (FTAN ) for the establishment and implementation of standard operating procedures (SOPs) in the T&H industry in Lagos State.

The agreement sees the SON introduce domesticated operational ISO-based standard procedures for T&H operators in Lagos in a bid to lift service delivery in the industry.
