Standards Organisation of Nigeria (SON) has reached an agreement with Lagos Government and the Federation of Tourism Associations of Nigeria (FTAN) to implement standardisation in hospitality services across the state.

Director-General, SON, Dr Ifeanyi Chukwunonso-Okeke, disclosed this during a forum organised by the agency for tourism and related services industry, on Friday in Lagos, under the theme of; “Implementing International Best Practices in Hospitality Businesses”.
According to Chukwunonso-Okeke remains essential to strengthening quality in tourism businesses in Nigeria, adding that in line with President Bola Tinubu’s Renewed Hope Agenda, it had become necessary to redefine the direction to ensure Nigerian tourism businesses are acceptable to all markets, locally and internationally.
“Today, SON is collaborating with private sector umbrella body, FTAN and Lagos state government authorities, to implement existing international and national standards.
“These are: NIS ISO 22483:2021- hotels service requirements and NIS 489:2020- hotels and serviced accommodation management system and rating, requirements and guidance for use.
“These are built into a certification scheme, to carry out certification of hospitality establishments within Nigeria.
“SON certification will ensure international best practices in the different tourism business operations.
“In hospitality establishments, it will steer up the zeal for hospitality businesses to adequately train their staff and ensure consistence in their service delivery,” he said.
Chukwunonso-Okeke noted that SON’s certification would add value to the hospitality establishments.
He said it would also assist them to compete globally, improve reputation, increase confidence of employers and employees as well as earning power.
He said tourism being one of the largest employer of labour in Nigeria and capable of gainfully engaging the youth, could also increase the country’s Gross Domestic Product (GDP).
According to him, most countries in Europe and Africa who survive on tourism businesses have come into Nigeria as investors to put in huge funds in building hospitality establishments.
He said most of these nations have gone as far as acquiring leading international brands in the hospitality sector to make their businesses preferred, to that of their competitors.
“It is important to mention that some investors come to Nigeria because they are aware that Nigerian tourism market is open and has less competition in the aspect of quality.
“Nigeria has what any country needs to boost its economy in tourism. We have unique tourist sites, rich culture and population.
“Nigerian tourism experts participate actively in national, regional and international tourism standardisation activities.
“Their contributions in the development of ISO Standards for accommodation, restaurants and adventure tourism, is still appreciated by the international standards community,” he said.
Earlier, Mrs Toke Benson-Awoyinka, Lagos Commissioner for Tourism, Arts and Culture, underscored the importance of standardization in the tourism industry.
Benson-Awoyinka, represented by Mrs Oloruntoyin Atekoja, Permanent Secretary of the ministry, said standardization plays a pivotal role in ensuring quality, consistency and competitiveness within the tourism and hospitality sectors.
Benson-Awoyinka explained that standardization remains the cornerstone upon which the tourism industry can thrive on a global stage.
“Embracing international best practices not only elevates our offerings but also strengthens our position as a premier destination for travellers seeking unforgettable experiences.
“While we acknowledge the challenges in meeting international standards, we also recognise the immense opportunities that standardisation brings for growth, innovation and sustainable development within our industry.
“Let me reaffirm the unwavering commitment of the Lagos state government in supporting initiatives that promote standardization and excellence in tourism and hospitality related services.
“It is in line with this standardization that the ministry is currently digitizing its hotel licensing processes and other regulatory activities.
“As we all know that true progress can only be achieved through collaborative efforts.
“I, therefore, encourage all stakeholders, government agencies, industry players, academia, and international bodies to work hand-in-hand toward implementing international best practices and setting new benchmarks of success,” she said. Also, Mr Nkereuwem Onung, National President of FTAN, said standardization in the tourism industry was long overdue as he advised tourism practitioners to embrace collaborations.

Stakeholders in the country’s travel and tourism industry have expressed worry and shock over the lack of adequate funding, including operational equipment for the newly-established Ministry of Tourism, positing that the situation is stalling growth of the sector.
Minister of Tourism, Ms Lola Ade-John
It would be recalled that the Federal Ministry of Tourism was established by President Bola Tinubu in August, last year, separating from the now defunct Ministry of Information and Culture, with the subsequently appointment by the President of Ms Lola Ade-John as the pioneer minister.
Now, over seven months after its creation, the Federal Ministry of Tourism is still without its own office complex, but rather squatting at the headquarters of the National Institute for Hospitality and Tourism (NIHOTOUR), in Abuja, which incidentally is even an agency under the same ministry.
The worrying situation at the Tourism ministry is further compounded by a paltry budgetary provision, which sadly is yet to be released to it, resulting in an out-of-pocket funding for the ministry’s activities in the past seven months of its existence.
According to a source who is familiar with the tourism ministry, the minister does not have an official car, her aides use public transport to work. The entire ministry does not have any operational vehicle to attend or perform official functions.
This is even more so as during some public functions of the ministry, staff have to be pruned down due to the absence of operational vehicles, while the minister’s aides resort to hailing rides as means of transportation.
“Infact, as I speak to you now, some of them have not been paid,” the source continued.
The source further disclosed that senators at the country’s National Assembly have created fresh bottlenecks for the struggling ministry with ‘ridiculous’ hurdles laid out for the ministry before accessing funds with which to execute its programmes and activities.
The tourism ministry has an allocation of N11 .06 billion in the 2024 budget of which the sum of N3.96 billion is for recurrent expenditures while N7.30 billion is for capital expenditure (CAPEX).
This paltry sum is spread across the ministry itself and the two agencies in it; NIHOTOUR and the Nigerian Tourism Development Authority (NTDA), but, according to the ministry source, ‘nothing has been received by it for take-off.’
According to Ms Ade-John, that budget was passed during her absence from office due to ill-heath, as she insists on describing as a ‘no budget’ provision due to its inadequacy to address mounting challenges before the tourism ministry.
These challenges are coming on the heels of huge expectations from Nigerian private sector operators and the international tourism comity at large which continues to await the emergence of the country as a powerhouse in the sector, amid the President Tinubu administration’s much-touted Renewed Hope Agenda that seeks to diversify Nigeria’s economy with tourism topping the list of MDAs planking the initiative, based on the sector’s immense potential for generating huge revenue to the economy.
Speaking during a recent interactive meeting the travel and tourism media in Lagos, the minister, Ms Ade-John declared that the stagnation at the country’s tourism can no longer continue, as she further reiterated her commitment to initiating programmes and policies geared towards repositioning the industry for the growth of private sector businesses.
“We have our challenges as a newly-established ministry. But I must commend the President, Bola Tinubu for his continued believe in us and in tourism as having that potential to lift the Nigerian economy from its over dependence on oil and gas.
“in order to effectively address prevailing challenges such as neglect of cultural and tourism sites, my ministry has outlined plans to engage local community leaders in safeguarding and promoting these national treasures.
“By fostering partnerships with grassroots stakeholders, the Ministry aims to enhance conservation efforts and curb encroachments threatening Nigeria’s rich cultural heritage.
“Also, and in alignment with the Federal Government’s Renewed Hope Agenda, the Ministry of Tourism is poised to spearhead a paradigm shift in Nigeria’s tourism landscape.
“As the nation embraces diversification strategies, the tourism industry stands as a beacon of opportunity, poised to drive economic growth, foster cultural exchange, and showcase Nigeria’s rich heritage to the world,” the Tourism minister stressed.
Now, as things stand, the ministry is battling to even get off the ground. Despite her three-month lay-off as a result of ill health, the minister has surprisingly covered much ground since returning back to office in January. However, all that effort appears to be receiving a shower of cold water from the legislative quarters of government.
At a time when countries like South Africa, Rwanda, Kenya and now Tanzania are putting in extra work aimed cornering the African tourism market, Nigeria it appears is leaving more daylight in gaps between it and rest but in the wrong direction.
According to international arrival figures released by the Statistics South Africa for last year, the country welcomed 6.4 million visitors from the rest of the African continent between January and December 2023, marking a significant 75.6% of all arrivals, while Zimbabwe and Kenya stood out for their remarkable growth, with the former recording a 70.8% increase in tourist arrivals to South Africa when compared to 2022, totalling 2.1 million arrivals, while the latter country recorded a 99% surge when compared to 2022, reaching 42,403 arrivals for January to December 2023.
A report commissioned by the World Travel & tourism (WTTC) in collaboration with the VFS Global in November of last year disclosed that Africa’s tourism market has the potential to generate a whopping US$168bn over a period of 10yrs, representing an annual growth of 6.5 per cent year-on-year (y-o-y) over the period under review.
The report also titled; ‘Unlocking Opportunities for Travel & Tourism Growth in Africa’, also revealed that Africa’s travel and tourism sector could in addition to adding US$168 billion to the economies of Nigeria, and others on the continent, create over 18 million new jobs overall, even as it also stated that this growth potential is dependent on three key policies to unlock annualised growth of 6.5 per cent, reaching a contribution of more than US$ 350 billion.
Listing the factors to include; policy package focused on improving Africa’s growth based on air infrastructure, visa facilitation and tourism marketing, the report maintained that the travel and tourism market is ‘a powerhouse sector in Africa, with a contribution of more than US$ 186 billion to the region’s economy in 2019, welcoming 84 million international travellers.’
It further added that the sector is also essential for employment, providing livelihoods to 25 million people, equating to 5.6 per cent of all the jobs in the region.
Meanwhile, reacting to the deplorable situation at the tourism ministry, an Owerri, Imo State-based hotelier and member of the Nigeria Hotels Association (NHA), Mr Iheanyi Nnorom, decried the dearth of operational equipment at the parastatal, describing it as shocking.
“We at the FTAN level clamoured for years for a stand-alone ministry of tourism, and when one finally arrives, it is being starved of funding. It’s as if we are not yet ready to move tourism forward as a business. How can the minister not have even one single car to move around? Does she even have any security detail attached to her by the way?
“We seriously have a lot of catching up to do, and with each passing day the gap is getting wider between and the rest serious countries. It’s even more worrying because we have more tourism products and potential than these countries, and despite this we keep incubating poor standards in administering this important sector, ” Mr Nnorom said.
Also decrying the situation, Akwa Ibom-based tour operator and member of the National Association of Tour Operators (NATOP), Miss Emem Isong, wondered why the much sought ministry should be subjected to this deplorable treatment by some arms of government.
“I’m shocked just hearing about this. This is not acceptable. How can a whole ministry not have at least one operational vehicle, the minister no car and her staff nothing. I also learnt they have not being paid. I just wonder. So how are they expected to deliver on their mandate and that of the President. And we the stakeholders have all this while been thinking they have been idle since establishment,” Miss Isong lamented.
Furthermore, stakeholders fear the scorecard of the tourism ministry may not look good as the Tinubu administration marks its first full year in office, come May 29 against the backdrop of the dearth at the ministry, as they are won’t to blame country’s legislators for adequately preparing grounds for take-off and proper functionality of a newly-established federal government parastatal.
Minister of Tourism, Ms Lola Ade-John, has reiterated the commitment of the Federal Government to repositioning and diversifying the country’s economy through the revitalisation of the tourism sector, in line with the President Bola Tinubu administration’s Renewed Hope Agenda.
ANJET President, Victor Nze addressing the Minister of Tourism, Ms Lola Ade-John during the interactive session with tourism journalists in Lagos, Monday
This is also as the minister disclosed her ministry plans to engage local community leaders in safeguarding and promoting identified national tourism assets.
The minister who disclosed this during an interactive meeting with members of the Association of Nigerian Journalists and Writers of Tourism (ANJET) in Lagos,, Monday, further acknowledged the setbacks experienced in the tourism industry under previous administrations, even as she underscored the imperative for transformative action, stating;. “We cannot afford to remain stagnant.’
While outlining strategic initiatives undertaken by her and aimed at repositioning Nigeria’s tourism sector as a key economic driver, the minister disclosed some of her ministry’s recent proactive measures taken in that direction to include the revival of essential documents, like the Presidential Tourism Council, Tourism Master Plan, and comprehensive inventories of tourism assets spanning federal, state, and local government jurisdictions.

Earlier, the association, through its President, Mr Victor Nze, commended Ms Ade-John for her merit-based appointment and the inclusive dialogue fostered through the interactive session.
Mr Nze, in addition, reiterated ANJET s commitment towards collaborating with the Ministry, and its programmes aimed at driving growth, development and sustainability of private sector businesses and operations in the country.
“We commend you for hosting this interactive meeting. It has indeed answered many questions and cleared as many doubts also as to the activities at the ministry so far.
“We assure you of our continued support for your programmes which we believe are geared towards lifting the industry and its operators. We remain partners in progress, and we will back you in that direction,” the ANJET president told the minister.
The meeting also served to address and highlight some niggling challenges being encountered by the minister, especially in the execution of her programmes at the ministry, including logistics and legislative bottlenecks, which she, however, enthused would be overcome soon, in order for her newly-established ministry to be fully functional.
The Federal Ministry of Tourism was established in August, last year after many years of functioning under an expansive Ministry of Culture, Tourism and National Orientation, which was subsequently reorganized in 2015 to become the Ministry of Information and Culture.

Also speaking, Alhaji Nura Kangiwa, Director-General of NIHOTOUR, noted that the EcoGenesis Incubator Series programme was part of the Renewed Hope Agenda of President Bola Tinubu.
Kangiwa said the training would reposition Nigeria on the global tourism map, to be a preferred tourism destination.
He said it would also address poverty and unemployment in rural communities across the states and the nation, adding that the training was essential, due to the enormous tourism potential of Epe.
According to him, capacity building in skills to operate and manage tourism investments were critical to building strong destinations and ensuring destination sustainability.
He said the skills acquired would build a solid foundation for self reliance, job creation, revenue and employment generation, poverty alleviation and added value to productivity and national economy.
He explained that tour guiding as a profession had impacted the overall tourism industry,
“This tourism service of tour guiding for tourists across Nigeria and the globe has contributed to the creation of more than 118 million jobs.
“This translated to 3.8 per cent global employment as reported by World Travel and Tourism Council (WTTC).
“Records also have it that for every 30 new tourists, one new job is created in every industry of the sector.
“In fact, it is estimated that tourism will continue to grow to 414 million jobs and 11.6 per cent of total employment by 2028.
“I want to appreciate the minister of tourism, for the wisdom and insight to initiate this laudable sustainability programme.
“This has added value to youths of the Epe Local Government Area, the state and the nation,” Kangiwa said.
One of the beneficiaries of the training, Aminat Lawal, who is an undergraduate of Allied Sciences at the Ogun State Polytechnic, said she enrolled in the programme because of her love for tourism.
The final year student described the training session as educating and enlightening.
“This is a great priviledge for me, I appreciate NIHOTOUR and all the facilitators, I look forward to practicing as a tour guide.”
Also, Joseph Adeniyi, who had been earlier exposed to little knowledge of tourism, said he was only looking for other means of generating income.
Adeniyi said he gained adequate knowledge on tour packaging and would begin to practice as soon as possible.
Chairman, Epe Local Government Area, Mrs Surah Animashaun, expressed gratitude to the minister and NIHOTOUR, for training Epe youths, stressing that the problem of unemployment had been addressed.
Mr Tobun Abiodun, representing, Epe Constituency 1, at the Lagos State House of Assembly, commended the minister and NIHOTOUR, for the kind gesture extended to the Epe youth.

This will eventually lift many out of poverty by leveraging on the abundant tourism opportunities inherent in our communities across the Nation,” she added.
NIHOTOUR has been extensively involved in delivering the various trainings and skills development programmes of EcoGenesis Incubator Series, since the inception of the programme, in line with legislations guiding its establishment as an agency to train, certify and register all personnel in Nigeria’s hospitality, travel, and tourism sectors.
Remarking on the event, Director General of NIHOTOUR, Nura Sani Kangiwa, said: “Globally, in tourism development management, tour operators and tour guides are the levers of the destination’s tourism push and pull factors. It is the industry actions of tour operators and tour guides that determines tourists’ arrivals and receipts in host communities. Tourism products, both domestic and inbound, are generally packaged by tour operators and guides resident in the destination.”
NIHOTOUR is the coordinator of the Hospitality and Tourism Sector Skills Council of Nigeria (HTSSCN), an umbrella organization consisting of industry associations and allied operators in the country. The HTSSCN exists to fill the demand skills gap in Nigeria’s tourism and hospitality occupational trades.
