Establishment of Regulatory Frameworks
The Ministry of Tourism, under the leadership of Honourable Minister Lola Ade-John, has made significant strides in improving governance to ensure effective service delivery in Nigeria’s tourism sector through several key initiatives and reforms aimed at enhancing transparency, accountability, and efficiency.
Firstly, the resuscitation of the Presidential Council on Tourism (PCT) is a pivotal move achieved by the Honourable Minister. The PCT, which includes stakeholder ministries and state governments, provides strategic direction and oversight for tourism development in Nigeria. This council will ensure that tourism policies are well-coordinated and effectively implemented across all levels of government.
Another significant step was the establishment of the committee and sub-committees for the
review of the National Tourism and Hospitality Policy and the Nigerian Tourism Development
Masterplan with the assistance of the Nigeria Economic Summit Group (NESG). Over 100 public and private sector participants and industry experts were invited to enable the comprehensive institution and implementation of the policy and masterplan, and have concluded the initial review.

The National Multi-disciplinary Committee on Classification and Grading of Accommodation Establishments, in collaboration with ECOWAS, has also been inaugurated in the short year. The team of hospitality experts is tasked with setting and maintaining high standards for all tourism-related accommodations in Nigeria, ensuring they meet international benchmarks. Through this initiative, the Ministry aims to elevate the quality of tourism services, making Nigeria a more attractive destination for tourists.
Finally, through the Ministry of Tourism, Nigeria aligns fully with UN Tourism principles, policies, and frameworks for sustainable and responsible tourism practices. The country maintains an active membership in UN Tourism programs focusing on ethics, security, statistics, marketing, and human capital development. Guided by the UN Tourism Global Code of Ethics and Sustainable Development Goals, the Ministry’s policies and initiatives emphasise tourism’s role in socio[1]economic progress. The Ministry is committed to adhering to global standards and leveraging shared knowledge to enhance its tourism competitiveness.
Community-Based Tourism and State Government Engagement
Honourable Minister Lola Ade-John has launched two nationwide community-based initiatives.
The first, the ‘Doctrine According to Tourism,’ is a nationwide campaign that will empower local communities with the knowledge and tools needed to embrace tourism as a catalyst for economic growth and cultural preservation. Through a multi-faceted approach, including workshops, awareness campaigns, and community consultations, the campaign will actively involve local communities, indigenous groups, and marginalised populations. By fostering meaningful engagement and empowerment, it aims to ensure that everyone has a stake in Nigeria’s tourism development.
The second initiative, the ‘EcoGenesis Incubator Series is a Sustainable Tourism Entrepreneurship Programme for Youths in Nigeria that endeavours to catalyse innovation and drive economic empowerment among young individuals across the nation’s six geopolitical zones. This programme has already been launched in several states including Benue, Ekiti, Lagos, and the F.C.T. Through a meticulously designed framework, this program offers a dynamic platform for youth residing in local communities to articulate and refine their tourism product or service concepts within an intensive training bootcamp environment.
Almost 15 state government engagements have commenced in this first year of administration, with the goal of incentivising them to provide bankable tourism sites in their states. The Ministry aims to promote over 300 tourist sites and 30 festivals across 770 local governments in Nigeria.
Festivals such as the Argungu Fishing Festival, Calabar Carnival, and Eyo Festival have become significant economic drivers, attracting tourists and generating revenue for local businesses.
Festival-driven tourism has the potential to increase local business revenues by 30%, which is a key objective for the Ministry of Tourism.
Tours and Evaluation of Tourism Assets
As part of the Ministry’s mission to rejuvenate Nigeria’s tourism sector, Honourable Minister, Lola
Ade-John has embarked on extensive familiarisation tours of key tourism assets across the country, already visiting 10 sites such as Obudu Mountain Resort, King Kosoko Museum, and Ikogosi Warm Springs. These visits serve to assess and promote Nigeria’s diverse tourism sites, ensuring they meet international standards and are properly marketed to attract both domestic and international tourists. The purpose of these visits is multifaceted: to evaluate the current state of the sites, identify areas needing improvement, engage with local stakeholders, and promote these destinations on a global scale.

For instance, the rejuvenation of Obudu Mountain Resort alone will boost local employment by 15% and increase revenue for nearby businesses by 25%.
Honourable Minister Ade-John’s efforts to reform the economy through tourism has targeted key cultural and natural sites to boost local economies and promote inclusive growth. Furthermore, plans to collate and assess historic sites across the country to position Nigeria as a leading destination of UNESCO heritage sites is a key part of the Honourable Minister’s agenda.

The Honourable Minister of Tourism has engaged in multiple partnerships with private sector entities to bolster Nigeria’s tourism industry. Memorandums of Understanding (MOUs) are underway with over 10 organisations to facilitate these collaborations, bringing in expertise and financial resources to upgrade tourist sites and services.
These collaborations have already shown positive economic impact. Private sector partnerships have also enabled the development of new tourism products and services, enhancing the overall tourist experience and generating additional revenue streams.
Diplomatic Partnerships and Global Economic Impact
Honourable Minister, Lola Ade-John has connected extensively with ambassadors and representatives from over 10 countries, including Spain, Germany, Indonesia, Korea, Israel, Cuba, and Saudi Arabia. These diplomatic partnerships aim to foster tourism through mutually agreed initiatives, including cultural exchanges, joint marketing campaigns, and infrastructure development. The global economic impact of these partnerships is profound. By aligning Nigeria’s tourism strategies with international best practices and leveraging diplomatic ties, the country will see a 15% increase in international tourist arrivals.
